Richard Bailey has worked in NHS finance since 1988, in roles at Regional Health Authority, Trust, Commissioner and Strategic Health Authority. At South West London SHA (2002-06) he was the SHA lead for the National Tariff and Reference Costs. He has led on major financial modelling projects in recent years for a number of clients. He also has substantial experience of information systems, coding and HRG grouping, having also been Head of Information within a Deputy Director of Finance role at a commissioner. He is a member of the Chartered Institute of Public Finance and Accountancy and holds a MSc in Computer Science.
Fiona Moore has worked at senior level in NHS finance since 1991 in a variety of roles at Commissioner, Trust, Strategic Health Authority and nationally at the Department of Health National Performance Support Team. Prior to that, she worked as an accountant in private practice. She specialises in dispute resolution and the application of the NHS Standard Contract, as well as transformation programmes and project management.
She is a member of the Institute of Chartered Accountants in England and Wales and is also a qualified practitioner of the OGC’s Managing Successful Programmes framework. She recently undertook the intensive Mediator Skills training course offered by the Centre for Effective Dispute Resolution (CEDR) and is now a fully CEDR-accredited mediator.
